日前在總統府和國安會的策動之下，成立了「全民防衛韌性委員會」。雖然委員會層次頗高，但也面臨了多諸多的疑問。尤其對長期在實務有所貢獻的前線應變人員，例如不少在山陀兒颱風中的眾多義消，義警等，對此委員會的成立目的和功能為何，可說是仍然一頭霧水。
- 40萬的「可恃民力」是怎麼算的？
- 目前散見於不同部會，可正式稱之為「民力訓練」的是？
- 那些「中程計畫」的實際的階段效益是？
- 替代役的「民防訓練」又是怎麼回事？
- 「防災士」積極擴大訓練，但到底派不派的上用場？
- 不少新興團體正式或非正式接取國外的資源，那些訓練項目有何實證？
我們將在本次交流，以白話說明目前對於這個委員會的觀察，並提出若干的看法，提供公眾知情進一步討論的基礎。

EVENT
Recently, under the initiative of the Presidential Office and the National Security Council, the "Whole-Society Defense Resilience Committee" was established. Although the committee is of a relatively high level, it has also faced numerous questions. Particularly for front-line responders who have made long-term contributions in practical fields—such as many volunteer firefighters and volunteer police officers who were involved in Typhoon Krathon—the purpose and function of this committee remain unclear.
- How was the figure of 400,000 "reliable civilian force" calculated?
- Among the various government agencies, which can formally be considered "civilian force training"?
- What are the actual phased benefits of those "mid-term plans"?
- What exactly is the "civil defense training" for alternative military service?
- While the training for "disaster response volunteers" is being actively expanded, will it really be useful?
- Many emerging organizations, officially or unofficially, receive resources from abroad—what evidence supports the effectiveness of their training programs?
In this discussion, we will use plain language to explain our observations on this committee and offer some insights, providing a basis for public awareness and further discussion.

在區域衝突和戰爭的威脅之下，我們來自不同行業，但具有紮實本地經驗，能提出實際的各種在地案例和知識，並指出可行的自我學習和發展路徑。此外，我們在開春之後，針對整體台灣社會在衝突階段的各種基本觀念說明，讓社會的全體防衛整備度有好的理解切入框架，也讓我們能夠更有層次的討論全民防衛的實質問題，無論是在概念面、資訊面、政策面、技術教準面和整備面。
